Good recomendations are not always followed by politics. Ethnic federalism is high on the political agenda. Claims and counter claims are expected, no matter how the country maybe divided. In Terai, so far, the voice of the Muslims has been subdued, but one can expect the rise for Muslim federal province, probably in the central Terai. With more than a million population, Muslims can be expected to make their demand more forcefully in the near future.
